Climate Change Commission’s latest advice on ETS limits and price control settings

In mid-April, the Climate Change Commission provided to the Minister of Climate Change its latest yearly advice on NZ ETS unit limits and price control settings. This advice informs the Government’s annual decisions on updating NZ ETS settings regulations for the next five years, covering the period 2026–2030.

The Government will consider the Commission’s advice and run a public consultation, before making decisions on the NZ ETS settings in time for the regulations to be updated by 30 September 2025. Updated settings regulations will come into force on 1 January 2026.

The Commission’s role is to recommend settings that will help the NZ ETS to operate in line with the 2050 emissions-reduction target, emissions budgets, and nationally determined contributions (NDCs).  

The Commission expects to provide its next advice on this topic, for the period 2027–2031, in early 2026.
